The short answer

A month in Cebu costs about A$2,930 for a couple or A$2,070 for one person, rent included, on our October 2026 estimate from Numbeo's Cebu figures. Australians get 30 days visa-free, and the SRRV retirement visa starts at 40 (with a lower deposit from 50), and PRA has an office in Cebu. Your Age Pension keeps paying, but Medicare does not cover you in the Philippines.

Who Cebu suits, and what to weigh up

Cebu suits you if you want city services in the Philippines without living in Manila. Metro Cebu joins Cebu City with Mandaue and with Lapu-Lapu on Mactan Island, where the international airport is, Wikivoyage says. The German embassy’s hospital list names three hospitals here, and the Philippine Retirement Authority, which runs the retirement visa, has an office in the city.

Our estimate for a month is about A$2,930 for a couple, the same as our Philippines page, which uses Cebu as its base. The retirement visa starts at 50, and English is one of the country’s two official languages.

Typhoons usually come between late May and December, Smartraveller says, and a typhoon flooded whole towns on Cebu in November 2025. Smartraveller also advises against taxis and public transport across the Philippines, so you rely on ride-hailing apps, hotel cars or a driver. Wikivoyage says traffic can be awful.

What a month costs

A month in Cebu costs about A$2,930 for a couple and A$2,070 for one person, rent included. That’s our estimate from Numbeo’s own Cebu figures, updated on 15 October 2026. Numbeo was closed to us for a fresh look on 26 October 2026, so we’ll check it again after 1 November.

We took Numbeo’s living costs for one person (without rent), added a one-bedroom city-centre rent, then added 30% for eating out, local trips and extras. For a couple we multiplied the living costs by 1.8. Everything is converted at the Reserve Bank of Australia’s average exchange rate for the 12 months to September 2026 (A$1 = 41.65 pesos). Health insurance is not included.

Not built the same way: Australia's figure (ASFA Retirement Standard, comfortable, June quarter 2026) assumes you own your home and includes health insurance; our estimate for Cebu includes rent and leaves health insurance out. Age Pension: the most paid in Australia from 20 September 2026; living overseas for good, the base rate is about A$3,710 a month for a couple and A$2,460 for one person.

Each row and the total are worked out in pesos and rounded to A$10 separately, so the rows add up to A$10 more than the total.

A retired couple share roast pork and rice parcels in woven palm leaves at an eatery, for what a month costs in Cebu
Roast pork and rice in woven leaves.

Numbeo puts living costs for one person at about 34,390 pesos a month (about A$830), and a central one-bedroom flat at about 31,870 pesos (about A$770). Short furnished lets usually cost more than long-term rent. Our guide to what retiring overseas really costs sets Cebu beside other places.

Against the Age Pension. After 12 weeks away, the most the Age Pension pays is the base rate. That’s about A$2,460 a month for one person and A$3,710 for a couple, before tax (from 20 September 2026). On our estimate that leaves about A$780 a month for a couple and about A$390 for one person, before health insurance and trips home.

What costs more than you’d expect. Health cover, which our estimate leaves out; Smartraveller says visitors pay for all their medical care, evacuation included. The retirement visa has a yearly fee of US$360 (about A$520). Getting around costs more than the bus fare would suggest. Smartraveller’s advice rules out taxis and buses, so it’s ride-hailing, hotel cars or your own car.

Renting long term. Expat Focus reports that a one-year fixed lease is usual, with up to two months’ rent as a deposit plus rent in advance. On Numbeo’s central rent that comes to about 95,610 pesos (about A$2,300) before you move in. Our Philippines page has what to get in writing.

Visas for Australians

A generic passport with a blank stamp beside a small wooden guitar and dried mango, for visas for Australians in Cebu
A passport, a small guitar and dried mango.

Visiting. Cebu follows the Philippines’ rules. Smartraveller says you can enter without a visa for 30 days, with a passport valid for at least 6 months and an onward or return ticket. You register on the free eTravel portal before you fly in, and again within 72 hours before you leave, and you pay a departure tax when you fly out of Mactan-Cebu.

Staying longer as a visitor. The Bureau of Immigration says your first extension adds 29 days. After that you can extend 1, 2 or 6 months at a time, up to 36 months in all for Australians. Past 59 days you also need an Alien Certificate of Registration identity card (ACR I-Card), and after 6 months or more an Emigration Clearance Certificate before you fly out.

The retirement visa. The Philippine Retirement Authority (PRA) runs the Special Resident Retiree’s Visa (SRRV), and its offices are in Makati, Cebu, Baguio and Davao. The SRRV starts at 40; the lower deposit applies from 50. At 50 or over, the SRRV Classic deposit is US$15,000 (about A$21,680) with a qualifying pension, or US$30,000 (about A$43,360) without one. A qualifying pension is a lifetime pension of at least US$800 a month for one person (about A$1,160); whether your Age Pension counts is a question for PRA.

Documents from Australia. PRA wants a police clearance and a medical certificate, both less than 6 months old when you apply, and papers from abroad need an apostille. An Australian Federal Police check costs A$57, and the AFP says most online checks arrive within a few days.

The deposits by age, the fees and the partner rules are on our Philippines page under visas for Australians. For your own case, ask PRA, the Philippine embassy in Canberra or a licensed visa agent in the Philippines.

Cebu follows the Philippines’ visitor rules. Our table of visitor stays for Australians sets them beside 26 other countries.

Your Age Pension and Medicare in Cebu

Services Australia says your Age Pension can keep paying while you are overseas. After 6 weeks away the Energy Supplement stops and your Pensioner Concession Card is cancelled. At 12 weeks the Pension Supplement stops completely (since 20 September 2026). After 26 weeks, the rate can be reduced for people who lived in Australia less than 35 years between age 16 and pension age. Our guide to the 6, 12 and 26-week rules goes through each step.

The Philippines has no social security agreement with Australia, so you claim the pension before you leave, while living in Australia. Medicare never pays for treatment in the Philippines, and none of Australia’s 11 reciprocal health care agreements is with a country in Asia. An Australian citizen who moves overseas can still use Medicare back in Australia for up to 5 years after leaving. See Medicare when you live overseas.

How long can you stay in Cebu? What changes at home

Australians can stay 30 days without a visa, then extend at the Bureau of Immigration, up to 36 months in all; from 40, the SRRV has no end date while you pay the yearly fee. At home, the Age Pension rules change at 6, 12 and 26 weeks away wherever you are.

Moving overseas for good is different: from the day you leave, the Energy and Pension Supplements and Rent Assistance stop, the card is cancelled and the pension is paid at the base rate. Checked 26 October 2026 against Services Australia, the ATO and Smartraveller. General information only; your own position can differ, and Services Australia (132 300) can tell you yours.

A stay of 12 weeks means two extensions and, past 59 days, an ACR I-Card. February to April are Cebu’s driest months, and June to August fall inside the usual typhoon season. Our guide to how long pensioners can travel overseas explains each row.

Health care and insurance

A retired man looks at photos of a hospital tower, a pharmacy and a car at the kerb, for health care in Cebu
A hospital, a pharmacy and a car to get there.

Cebu has hospitals in the city, which matters in a country where Smartraveller says services in regional areas can be limited. Most hospitals need payment up front or a guarantee of payment before they treat you, it says, and some stop treatment if bills go unpaid.

What is where, by type. The German Foreign Office’s hospital list for the Philippines, dated September 2026, names three hospitals in Metro Cebu, and a 2022 law sets the size of the city’s Department of Health medical centre, Vicente Sotto:

Type Where Source
Hospital Osmeña Boulevard, Cebu City German embassy list
Hospital Fuente Osmeña, Cebu City German embassy list
Hospital Subangdaku, Mandaue German embassy list
Department of Health medical centre (Vicente Sotto) Cebu City RA 11717 (2022) raised its authorised capacity from 1,200 to 1,500 beds

The German list also gives doctors with rooms at two other hospitals, on Gorordo Avenue in Cebu City and in Mandaue. Wikivoyage describes the Department of Health hospital as having lower fees.

When care means a flight. Serious illness can mean evacuation, and Smartraveller’s page on retiring overseas says a medical repatriation can cost hundreds of thousands of dollars. Typhoons can stop flights. If you dive, Smartraveller says it’s common for decompression chambers in the Philippines not to work.

Other risks. Dengue and malaria are common, especially in provincial areas, and are more common in the rainy season between May and December, Smartraveller says.

PhilHealth. The national health insurer lets SRRV holders join. Its 2017 circular set the premium at 15,000 pesos a year (about A$360) for PRA retirees, and it doesn’t cover care abroad. PhilHealth can tell you today’s premium.

Your medicines. Smartraveller says some medicines legal in Australia are illegal overseas, even on a prescription. Carry enough for the stay in the original packs, with a doctor’s letter, and ask the Philippine embassy about anything you take daily. Our guide to taking medicines overseas covers the Australian side.

Which cover. A season away usually means travel insurance; see travel insurance for long stays. Living there means international health insurance, priced on your age and health. If you’re not sure which fits how you’d go, book a free planning session on Zoom.

Where Australians live

There are no official figures on where Australians live in Cebu. PRA told Arab News in June 2026 that its retirees mostly live in Metro Manila, Central Luzon and Central Visayas, the region around Cebu. These are the parts of Metro Cebu that Wikivoyage describes.

Area What it’s like
Colon and downtown Cebu City The oldest part, by the port, with a night market on Colon Street, low-cost shops and pickpockets
Fuente Osmeña and Osmeña Boulevard A main street running north from Colon, and its roundabout, with shopping centres
IT Park Restaurants with international menus and, Wikivoyage says, quite a few expat residents; the bus rapid transit line ends here
Mandaue A residential and industrial city between Cebu City and Mactan
Lapu-Lapu, on Mactan The airport, beaches, resorts and condominiums, mostly at the higher end of the price range
Consolacion A mainly residential suburb north of Mandaue

The hospitals on the German list are on Osmeña Boulevard and at Fuente Osmeña in Cebu City, and in Subangdaku, Mandaue. Wikivoyage puts the Department of Health hospital on B. Rodriguez Street, Cebu City. Lapu-Lapu has the airport but none of the listed hospitals.

Lapu-Lapu covers most of Mactan Island. Two bridges join it to Mandaue, and a toll bridge joins Cebu City to Córdova, at the island’s south end, Wikivoyage says. It also calls Lapu-Lapu a popular place to retire, with many condominium developments.

IT Park is inside Cebu City but outside the centre. The city’s new bus rapid transit started partly on 13 March 2026, running free at first from Il Corso to IT Park along Osmeña Boulevard, The Freeman reported.

A retired couple stand on an apartment balcony with green hills behind, for where Australians live in Cebu
A flat with a view of the hills behind the city.

Dumaguete, a smaller university city on Negros, is 45 to 55 minutes from Cebu by air on Flightmapper’s schedules; see our Dumaguete page.

Mandaue sits between the two bigger cities, and Wikivoyage says traffic there can be especially bad because there are only a few ways through. A look at a street at rush hour, and again in the wet season, shows you how it handles both.

Renting or buying a home

Foreigners can rent, and can own a condominium flat, but not land. Article XII of the 1987 Constitution keeps private land for Filipinos, apart from inheritance. Under the Condominium Act, a foreigner can own a unit as long as foreign ownership of the building’s condominium corporation stays within 40%.

Long leases, nominee deals and what the SRRV deposit can be used for are on our Philippines page under renting or buying a home. Smartraveller warns that property scams are common. The person to ask is a property lawyer in Cebu who acts for you, not the seller.

Tax: there and at home

The Philippine Tax Code calls a foreigner whose home is in the Philippines a resident alien, and treats a non-resident foreigner who stays more than 180 days in a calendar year as doing business there. Either way, section 23 says a foreigner is taxed only on income from sources within the Philippines. Australia and the Philippines have had a tax treaty since 1980.

At home, a foreign resident for Australian tax loses the tax-free threshold, and Australian income such as rent is taxed at 30% from the first dollar (2025-26). The treaty and the SRRV’s tax exemption on pensions are on our Philippines page under tax there and at home. Talk to a registered tax agent in Australia and a tax adviser in the Philippines before you go.

Money and banking

Your pension is paid in Australian dollars and you spend pesos. Away from Australia for more than 12 months, Services Australia pays every 4 weeks into an Australian or overseas account. At the RBA’s 12-month average rate, Numbeo’s central rent of about 31,870 pesos is about A$770 a month; if the Australian dollar fell 10%, the same rent would cost about A$850.

You must declare more than 50,000 pesos (about A$1,200) in local cash, or more than US$10,000 (about A$14,450) in foreign currency, when you arrive or leave. Local accounts and moving money are on our Philippines page under money and banking.

Day to day

Language. Filipino and English are the official languages, with regional languages such as Cebuano used alongside them.

Getting around without driving. Smartraveller says not to use taxis, and to avoid buses and jeepneys because of safety and security risks. It suggests government-approved ride-hailing apps or hire cars from hotels, especially at airports. Wikivoyage says ride-hailing is widely available in Cebu, and that the trip from the airport to the city typically takes 45 minutes by road, or much longer in traffic.

Driving. Smartraveller says you can drive on a current Australian licence for up to 90 days after you arrive (a digital licence may not be accepted), then you need a Philippine licence. Smartraveller says roads are often congested and in poor condition.

Safety. Smartraveller advises a high degree of caution in the Philippines overall, because of terrorism and violent crime (page updated 24 September 2026). Pickpocketing, bag snatching and drink spiking happen, and drug penalties are severe. Wikivoyage warns of pickpockets in downtown Cebu and on jeepneys, and says parts of downtown are unsafe at night.

Typhoons and earthquakes. Typhoons usually come between late May and December and can cut phones, internet and flights, Smartraveller says. On 4 November 2025, Typhoon Kalmaegi brought what officials called unprecedented flooding to Cebu, with whole towns under water, Al Jazeera reported. On 30 September 2025 a magnitude 6.9 earthquake struck offshore near Bogo, in the north of the province, PHIVOLCS reported. Keep water, a torch, charged power banks and your passport somewhere dry.

The weather, month by month. Cebu is hot all year. Rain is what changes:

Getting there and coming home

There are no non-stop flights from Australia to Cebu right now. A seasonal non-stop flight from Brisbane ran until 16 May 2026, taking about 6 hours 45 minutes on Flightmapper’s schedules, but none was listed for 2026-27 when we checked on 26 October 2026, and BITRE’s June 2026 figures show no Australia to Cebu route that month.

So you change planes, in Manila or Singapore. BITRE shows non-stop flights to Manila from Sydney, Melbourne, Brisbane and Perth; Sydney to Manila takes about 8 and a half hours, and Manila to Cebu about 1 and a half, on Flightmapper’s schedules. Singapore to Cebu takes about 4 hours. You pay a departure tax when you leave from Mactan-Cebu, Smartraveller says.

Cebu is on the same time as Perth. It is 2 hours behind Brisbane, and 2 hours behind Sydney and Melbourne in our winter, 3 in daylight saving. Routes change, so check from your city when you book.

Cebu for over 50s, 60s and 70s

In Cebu the retirement visa changes at 50, and from your 60s on, hospitals and getting around count for more.

In your 50s

The SRRV starts at 40; the lower deposit applies from 50, when it is US$15,000 (about A$21,680) with a qualifying pension or US$30,000 (about A$43,360) without. Apply in your 40s and it is US$25,000 (about A$36,130) or US$50,000 (about A$72,260). PRA’s Cebu office takes applications. The ATO says super generally opens at 60 once you retire, or at 65 if you’re still working, so in your 50s the deposit comes out of savings. A licensed financial adviser can talk about yours.

In your 60s

Age Pension age is 67. The Philippines has no social security agreement with Australia, so you claim while you still live in Australia, up to 13 weeks before you turn 67. On our estimate the base rate covers a month in Cebu, leaving about A$780 for a couple and A$390 for one person, before health insurance. SRRV holders can join PhilHealth, though it doesn’t cover care abroad.

In your 70s

Being close to a hospital counts for more now, and Metro Cebu has three on the German embassy’s list and a large Department of Health centre. Smartraveller advises against taxis and public transport, so plan on ride-hailing or a driver. Fewer insurance policies reach 80: in CHOICE’s May 2026 table, 58 of 76 single-trip policies do, and only 15 of 34 annual ones. Our guide to travel insurance for long stays has the age limits.

Your first steps

One order that works, from a first visit to living there. A month or a winter away needs only some of these steps.

  1. Ask for help first. Book a free planning session on Zoom, or contact our team. Once we understand your situation, we can point you in the right direction.
  2. Visit in the dry months and again in the typhoon season, somewhere you could rent long term. See trying before you move.
  3. Talk it over with your family early, including who would fly over if you got sick. See talking to your family.
  4. Put your own numbers against the pension after 12 weeks away, with health cover, visa fees and flights. See living overseas on the Age Pension.
  5. Find out what health cover you can get at your age, evacuation included. See international health insurance by age.
  6. See your GP, check each medicine with the Philippine embassy, and get a doctor’s letter. See retiring overseas with a health condition.
  7. Work out what happens to the house, and whether it counts for the pension while you’re away.
  8. If the SRRV is your plan, ask PRA in Cebu whether your pension counts and which papers it wants. Get the police check and apostilles less than 6 months before you apply.
  9. Read up on visa agent and property scams before you pay anyone.
  10. Rent short first, then sign a one-year lease once you know the street and the traffic.
  11. Tell Services Australia you’re going, and set up how your pension will be paid. See taking your Age Pension overseas.
  12. Keep a plan for coming home: where you’d live, and how the pension and Medicare restart.

Questions people ask

Is Cebu a good place to retire?

It suits people who want hospitals, an international airport and a retirement visa office in one city region. On our estimate the base rate of the Age Pension covers a month there. Against that, typhoons usually come between late May and December, traffic is heavy, and Smartraveller advises against taxis and public transport.

How much does it cost to live in Cebu?

Our estimate is about A$2,930 a month for a couple and A$2,070 for one person, rent included, before health insurance (October 2026). It comes from Numbeo’s Cebu figures, the same as our Philippines page.

Can I apply for the SRRV in Cebu?

Yes. The Philippine Retirement Authority has an office in Cebu, as well as its head office in Makati. You apply in the Philippines after arriving as a visitor, and from 50 the deposit is US$15,000 (about A$21,680) with a qualifying pension.

Are there direct flights from Australia to Cebu?

Not right now. A seasonal non-stop flight from Brisbane ran until May 2026, and none was listed for 2026-27 when we checked in October 2026. There are no non-stop flights from Australia (BITRE, June 2026), so you change planes, in Manila or Singapore.

Is Cebu good for over 70s?

It can be, if you live near a hospital and plan how you’ll get around. Metro Cebu has hospitals on the German embassy’s list, but Smartraveller advises against taxis and public transport, and typhoons can cut phones, internet and flights, Smartraveller says.

Can over 50s retire in Cebu?

Yes. The SRRV starts at 40; the lower deposit applies from 50. With a qualifying pension the SRRV Classic deposit is then US$15,000 (about A$21,680), or US$30,000 (about A$43,360) without one.

What is the weather in Cebu by month?

Hot all year, with average highs from 29.7°C in January to 32.8°C in May at Mactan, on PAGASA’s figures. April is the driest month, with about 56 mm of rain, and July the wettest, with about 211 mm.

Is Cebu a good fit?

Good for

  • Hospitals in the city, not a flight away
  • Applying for the SRRV without going to Manila
  • English as an official language
  • Islands and beaches a short trip from the city

Think about

  • Typhoons, usually late May to December, and earthquakes
  • Smartraveller advises against taxis and public transport
  • Heavy traffic across the city
  • Foreigners can't own land
  • No non-stop flights from Australia right now
